Bruce
Goitia was selected on May 23, 2006 to head the
MPPD. He has been with Menlo Park Police since 1982.
He started his career as a reserve officer, patrol and
traffic officer before assignment in investigations.
As Sergeant, he has been a supervisor in patrol, traffic,
personnel & training and detectives before becoming
Commander. Chief Goitia is a graduate of Santa Clara
University.

Commander Lacey Burt
The Patrol Commander manages the daily operations of
patrol and is directly responsible for the overall functions
as well as the equipment and training requirements for
this division.
Commander Burt has 23
years experience with the Palo Alto Police Department
before joining the Menlo Park Police in September of
2006. She has worked as an officer, sergeant, and lieutenant
in several divisions, including patrol, investigations,
traffic, crime suppression team, and personnel and training.
Commander Burt has been heavily involved in the field
training program for new officers, has taught at the
police academy, and was a training officer at the police
academy. Her last assignment as a Lieutenant with the
Palo Alto Police Department was coordinating the department's
five-year strategic plan as well as emergency preparedness.
Commander Burt has a Bachelor of Arts Degree in Business
Management from Menlo College and
a Master's Degree in Emergency Personnel Management from California State University Long Beach. She is also a member of the Menlo Park Chapter of Kiwanis.
In June of 2007, she graduated from the WestPoint Leadership Academy

Commander Sylvia Moir
Commander Sylvia Moir is in charge of the Operations Division. She came to Menlo Park from the Sacramento Police Department with over 18 years of experience. As an officer and detective, Commander Moir worked in Patrol, Special Investigations, and the Alcohol and Beverage Control Task Force. As a sergeant, she supervised patrol teams, the Vice Unit, and the Sacramento Police Department Basic Academy.
She served over 6 years as a lieutenant managing and leading in Patrol then in Metro Operations where she lead the geographic command in Downtown Sacramento surrounding our State Capitol, and essential citywide specialty units such as the Marine, Bicycle, Mounted, Reserves, Special Events and Hostage Negotiation Team. She was the Incident Commander on over 100 planned and spontaneous events where she led up to 450 public safety personnel. Commander Moir is recognized as an All Hazards Incident Management Team member and trainer certified to deploy nationally on natural and manmade disasters requiring use of the National Incident Management System. In her last assignment as a lieutenant she managed the Fiscal Operations Division responsible for the department's budget, the Racial Profiling Study, and other units.
From 1995 to 2008, she was a member of the Honor Guard. Her team was trained at Arlington National Cemetery by the U.S. Army Old Guard, and they represented the Sacramento Police Department at hundreds of funerals and ceremonial events.
Commander Moir has a Bachelor of Science degree in Criminal Justice and a Master of Arts in Organizational Management. She is currently pursuing her Doctorate in Leadership and Organizational Change.
